Contra Costa feeling impact from state prison shift
Since realignment took effect Oct. 1, Contra Costa County jails have taken in 420 additional non-violent, non-sexual, non-serious inmates — a staggering 500 percent above state officials’ early projections, according to county Undersheriff Mike Casten.
