restrained person enter that same area either by accident or design, the victim

the victim is electronically notified again.  The victim can then choose to leave.

If Adrienne was alerted her ex-husband was closing in on her, she would have run the light.
It's likely Adrienne wouldn't have been ticketed for taking evasive action, but if she had,
at least Adrienne would have been alive to pay the fine.
